In order to best manage these occurrences, the department of child services needs to be reclassified as a first responder. The team of first responders needs to be trained firstly, then sent out in times of need. The escalating cases of violence and terror attacks in malls and supermarkets makes this a target priority for the first responders to be well acquainted with. Therefore, a budget plan needs to be approved for the recruiting and training of the first responders. The main objective of this program is to reclassify the Department of Child Services as a first responder, recruit a team of first responders, train the team thoroughly and deploy them into the field when the need arises. In order to do this, a budget plan was drawn for this purpose and to enable the kick-start of the program. The budget is attached in the appendix section. Various items in the budget needs more clarification and are described as below. The day to day normal operation of the program calls for operating capital. This involves items such as salaries and remunerations among other items. The various marginal benefits are derived from a percentage of the salary.
